The Health Records Officers Registration Board of Nigeria (HRORBN) has reviewed the performance of candidates in its October 2026 Professional Licensing Examinations, with a focus on strengthening the conduct of future Computer-Based Tests (CBT) and addressing challenges identified during the exercise.
The moderation exercise, convened by the Registrar and Chief Executive Officer of the Board, Alhaji Babagana Mustapha, at the Board’s headquarters, brought together key stakeholders in health information management and education to assess the examination outcomes and identify areas requiring improvement.

Those in attendance included the Technical Assistant to the Honourable Minister of Health and Social Welfare, Dr. Olakunle John Daramola; the Board’s Educational Consultant, Dr. Benson Oweghoro; the Secretary of the Association of Health Records and Information Management Practitioners of Nigeria, Malam Sulieman Muazu; and the Head of the Board’s Examinations and Records Department, Mr. Tobechukwu Uba Vincent, alongside other departmental staff.

During the review, the team examined candidates’ overall performance across the participating institutions. It was agreed that institutions whose candidates recorded outstanding results would receive letters of commendation, while those with below-expectation performances would be invited to meetings with the Board to examine the gaps and agree on measures for improvement.
The team also reviewed technical challenges encountered during the CBT examinations and discussed measures to prevent a recurrence in subsequent exercises.

Speaking at the meeting, Alhaji Babagana thanked the participants for their contributions, stressing the importance of continuous evaluation in improving the quality and credibility of the Board’s examinations. He reaffirmed HRORBN’s commitment to strengthening its regulatory responsibilities and ensuring that its examination processes meet the standards expected of a modern professional regulatory body.
In his remarks, Mr. Tobechukwu Uba Vincent pledged that the observations and recommendations arising from the moderation would guide preparations for future examinations, particularly in addressing operational and technical issues.
The moderation exercise reflects HRORBN’s efforts to go beyond the conduct of licensing examinations by using performance reviews to promote accountability among training institutions, improve examination delivery and strengthen the quality of health information management education in Nigeria.
The Board’s Professional Licensing Examinations remain a key requirement in the regulation and registration of qualified health records practitioners, making regular assessment and improvement essential to maintaining professional standards across the sector.
