Preamble of the Department

The Department of Human Resource Management is central in every modern organizational setting. Human resource management of every organization is responsible for the coordination, effective, and efficient delivery of services. Hence, HRORBN Human Resource Management is the fulcrum to the operations and success of the Health Records Officers Registration Board of Nigeria (HRORBN).

The HR department which is headed by an Assistant Director of Administration embodies six (6) critical units ranging from Staff Matters and Discipline UNIT(SM&D), Appointment and Promotion unit (APP&PRO), Manpower Training and Development unit (MT&D), Central Registry unit, Store unit, transport unit and Office Maintenance unit. These units are created to ensure that jobs are delivered efficiently.

The department with the above-stratified modus operandi is the engine room of the Board. The department adhered strictly to the pillars of human resource management such as absolute attention to personnel welfare, personnel talent management, workplace safety, compliance, and staff training and development.

STAFF STRENGTH

HRORBN Human Resource Management as of 2023 has thirty-four (32) staff working across the units.

FUNCTIONS OF HRORBN HUMAN RESOURCE MANAGEMENT

The HRORBN Admin and Human Resource Management Department plays strategic roles in striking a balance between the employer and employees by creating a conflict-free working environment. The department ensures that personnel are productive, efficient, and effective in delivering the Board’s services. The department also plays the following specific functions;

  1. Inter-relations roles between the Board and the Office of Head Civil Service of the Federation in ensuring that the Board is updated with emerging terms of engagements.
  2. Human Resource Planning
  3. Recruitment and training of personnel
  1. Drafting responses to all correspondences that need the human resource management department’s attention
  2. Coordinating, sending, and receiving correspondences for the Board
  3. Conduct staff promotion examination
  • Exchange correspondences with the zonal coordinators to ensure more efficient and effective service delivery
  • Carry out discipline on staff when necessary
  1. Maintenance of office environment
  2. Supervise the operations and maintenance of official vehicles
  3. Coordinate Top Management Committee (TMC) Meetings
  • Collaborated with selected Pension companies to handle staff Retirement Savings Accounts (RSA)
  • Ensure that newly employed personnel are properly enrolled in NHIS
  • Coordinating the transport unit for effective service delivery
  1. Creating inter-relationships between the Board and other agencies
  • Creating a viable reward system for the staff who perform exceptionally
  • Initiate a functional staff welfare
  • The department also ensures synergy among the departments
  • Evaluate and analyze staff jobs
  1. The department works tirelessly to ensure free working environment
  • Creating a friendly working atmosphere to enhance effective service delivery
  • To ensure an Efficient and Effective Management of Stores/inventories
  • To Maintain an optimal stock level for the operational stability of the Stores
  • Conducting job progress review
  • Moderate retreats/ in-house training
  • Collaborate with training institutions to execute training for staff

Achievements of the Department for the year 2023

  1. Promotion: Promotion examination was conducted for seventy-six (76) staff due for promotion.
  2. Training: Eleven (13) staff were sent for various training
  • NHF: Management facilitated a Housing Renovation Loan for 24 staff which is about materializing
  1. Pension: Facilitated Life Group Assurance for our late staff through the Federal Ministry of Health
  2. TMC: Organized Top Management Committee Meetings twice
  3. Administration: Effectively coordinated the Operations of zonal offices through efficient communication
  • Transparency: Ensuring transparency in financial expenditure of the Board, especially the Management of impress
  • Office Accommodation: We spearheaded the relocation of the South-West to the Board’s elected office
  1. Inter-Governmental Affairs: Engendered smooth relationships between other government and private agencies through effective and efficient
  2. Welfare: Initiated staff welfare in the transport sector, where the staff pay 50% of their fares from their locations to the office

Promotion Examination

  • One admin staff participated in the promotion examination conducted in February 2023 and passed the exam with a good grade.

Training

  • Two staff were sponsored to participate in a training workshop organized by the Head of Civil Service of the Federation on Manpower Planning and Budget held in Akwa-Ibom state
  • A staff was also selected to join a legal officer to attend a training organized by the Code of Conduct Bureau held in Abuja.
  • A staff of the department was also nominated to participate in a workshop organized by Michael Imodu Institute of Labour Studies held in Ibadan Oyo state in October 2023

Goals of HRORBN HRM Department

The main goals of Health Records Officers Registration Board of Nigeria include;

  • Efficiency: Ensuring smooth and efficient operations within the Board by streamlining processes, reducing redundancies and optimizing resource allocation.
  • Effectiveness: Achieving the Board’s objectives by implementing strategies and initiatives that enhance productivity and performance.
  • Resource Management: Managing resources such as finances, and human capital. Equipment and office facilities effectively to maximize their utilization and minimize wastage.
  • Communication: Facilitating clear and effective communication channels within and outside the Board, fostering collaboration and alignment among the departments
  • Support: Providing support services to various departments and personnel, including facilities management and IT units to enable them focus on their core responsibilities.
  • Compliance: Ensuring adherence to legal and regulatory requirements, as well as internal policies and procedures to reduce risk and maintain the Board’s integrity.
  • Continuous Improvement: Promoting the culture of continuous improvement by identifying areas for enhancement, implementing best practices, and seeking feedback for ongoing refinement of administrative processes and procedures.

Objectives of HRORBN HRM Department

To implement the set administrative goals of the Board, which we believe will contribute to the overall success of the Board by ensuring operational excellence, regulatory compliance, and employee satisfaction.
