HRORBN Inaugurates Anti-Corruption and Transparency Unit in Partnership with ICPC~ Reaffirms Commitment to Integrity, Accountability and Good Governance - Health Records Officers Registration Board of Nigeria (HRORBN)

The Health Records Officers Registration Board of Nigeria (HRORBN) has inaugurated its Anti-Corruption and Transparency Unit (ACTU) as part of efforts to strengthen transparency, accountability, and good governance within the Board.

The inauguration ceremony, held at the Board’s headquarters in Abuja, was conducted by representatives of the Chairman of the Independent Corrupt Practices and Other Related Offences Commission (ICPC), Dr. Musa Adamu Aliyu, SAN. The event was attended by the Registrar/CEO of HRORBN, Alhaji Babagana Mustapha, members of the Board’s Top Management Committee, and staff.

Speaking at the ceremony, the Registrar/CEO described the inauguration as a significant milestone in the Board’s commitment to promoting integrity and ethical conduct in the regulation of Health Information Management practice in Nigeria.

According to him, the establishment of ACTU is in compliance with the directive of the ICPC and the Federal Government’s zero-tolerance policy on corruption across Ministries, Departments, and Agencies (MDAs).

Addressing the newly inaugurated members, Alhaji Babagana emphasized the importance of their role in promoting accountability and safeguarding the integrity of the institution.

“Your role is critical. You are the watchdog, the conscience, and the compass of this organization. I expect courage, professionalism, and impartiality from each of you, and I assure you of management’s full support,” he said.

He urged members of staff to see ACTU as a partner in building a stronger, more transparent, and credible Board.

Delivering the goodwill message of the ICPC Chairman, the Director of System Review, Dr. Olusegun Adigu, described ACTU as an internal mechanism designed to help MDAs identify systemic weaknesses, promote ethical standards, and strengthen institutional performance.

He noted that the Unit’s responsibilities include staff sensitization on anti-corruption practices, corruption risk assessments, system reviews, monitoring budget implementation and procurement processes, and promoting transparency in recruitment and personnel matters.

Dr. Adigu explained that ACTU operates under the oversight of the Registrar/CEO and serves as a complementary structure to management in advancing organizational objectives. He also encouraged the Board to involve ICPC in key processes such as recruitment, promotion, and procurement exercises to enhance transparency and credibility.

Responding on behalf of the inaugurated members, the Chairman of HRORBN ACTU, Mr. Abubakar Magaji Gidan-Dikko, expressed appreciation for the confidence reposed in the committee and pledged to discharge their responsibilities with diligence and professionalism.

He assured management, staff, and stakeholders of the Unit’s commitment to promoting transparency, accountability, ethical conduct, and best governance practices across the Board’s operations.

The ceremony featured the administration of the Oath of Office and Oath of Secrecy on the ACTU members by Barr. Nkem Ezenwa, Head of ACTU, ICPC.

With the inauguration of the Unit, HRORBN joins other Federal Agencies in institutionalizing internal anti-corruption mechanisms aimed at enhancing service delivery, Institutional integrity, and public trust.
